Kenneth F. Colucci biography photoKenneth F. Colucci is Assistant to the Director, Strategic Relations, at MIT Lincoln Laboratory. His focus area is strategic external relationships, with primary emphasis on the national security and national intelligence communities. He also serves as a member of the Laboratory’s Steering Committee.

Prior to joining the Laboratory in 2001, Mr. Colucci served as Chief of Staff of the National Commission for the Review of the National Reconnaissance Office (NRO) and as a member of the Secretary of Defense’s defense strategy review panel. He continues to serve the Department of Defense, the Intelligence Community, and the Congress as an advisor on national security and operational intelligence issues.

From 1988 to 2000, Mr. Colucci held a number of positions at Pacific Sierra Research Corporation (PSR). He began his tenure at PSR as Program Manager for Intelligence, Surveillance, and Reconnaissance Programs. In that capacity, he fostered the successful development of operational intelligence concepts and technologies for integrating national intelligence information for use by tactical commanders during Operations Desert Shield/Desert Storm. In 1992, he was promoted to Vice President and General Manager of PSR’s Intelligence Systems Integration Group and was the executing authority for multiple national and tactical intelligence programs. In 1996, he was named Vice President for Business Development and Strategic Planning.

Mr. Colucci is a veteran with over 22 years of service in the U.S. Army, much of which was as a Foreign Area Officer. He has served in the Office of the Defense Attaché in Bonn, Germany; as Chief of the Defense Language Institute’s foreign language training program for Defense Attachés and presidential translators serving on the Moscow Hotline; and as a representative of the Joint Chiefs of Staff in Vienna, Austria, on the U.S. delegations to the Mutual and Balanced Force Reductions Negotiations and the Conventional Stability Mandate Talks.

Mr. Colucci holds a BA degree in economics and business administration from Park College. He has attended graduate studies in information systems management at the University of Southern California and is a graduate of the U.S. Army Command and General Staff College, the Defense Language Institute, and the Harvard University John F. Kennedy School of Government Program for Senior Executives in National and International Security.
