Evaluation of Consolidated Storm Prediction for Aviation (CoSPA) 0-8 hour convective weather forecast using the airspace flow program blockage-based capacity forecast ("The Matrix")

Summary

The CoSPA 0-8 hour convective weather forecast provides deterministic forecast products that can be used by strategic traffic management planners, and can be readily translated into forecasts of aviation capacity impacts for use in automated decision support tools. An operational CoSPA prototype was evaluated at several FAA Air Traffic Control facilities during the summer of 2010. As part of this evaluation, CoSPA forecasts were translated into forecasts of capacity impacts on traffic flows through two Flow Constrained Areas (FCAA05 and FCAA08) commonly used to control arrival traffic into the highly congested northeastern United States. This report describes an objective and operationally relevant evaluation of the accurancy of CoSPA-based forecasts of FCA capacity.

Rapid prototyping of radar algorithms

Summary

Rapid prototyping of advanced signal processing algorithms is critical to developing new radars. Signal processing engineers usually use high level languages like MATLAB, IDL, or Python to develop advanced algorithms and to determine the optimal parameters for these algorithms. Many of these algorithms have very long execution times due to computational complexity and/or very large data sets, which hinders an efficient engineering development workflow. That is, signal processing engineers must wait hours, or even days, to get the results of the current algorithm, parameters, and data set before making changes and refinements for the next iteration. In the meantime, the engineer may have thought of several more permutations that he or she wants to test.

Summary

This document specified provisional DABS signal formats, i.e., the characteristics of the "signals-in-space" which form the DABS interrogations and replies. Also included is a discussion of the utilization of the described formats to effect the surveillance and data link communication functions for which DABS has been designed. These signal formats will be used in the design and construction of engineering development model transponders and interrogators for prototype system test and evaluation at NAFEC during Phase II of the DABS Development Program; and, with modifications resulting from this test and evaluation effort, will form the basis for the operational implementation of DABS.
